Abstract

The objective of the research is to analyze the foundations of “inverted U” economic theory on economic growth and sustainability in the planning of Decentralized Autonomous Governments (GADs), constitutive of the political-administrative reality of Ecuador in medium and small territories. Inductive and deductive methods were applied, as well as interviews with responsible officials, taking as an example the Decentralized Autonomous Government of Santa Ana, due to its economic importance in the agricultural GDP and its rise as a growth pole. The criteria of tourism entrepreneurs were centrally considered. It was determined that there is an absence of a vision, of diagnosis systems, and preventive regulations, that articulates development and sustainability, both at the level of policy formulation and in the calculation of environmental costs. There is discussion about the risks that this implies, not only in the quality of life but in the sustainability of any growth model.
